Deli Serdang Regency lies in North Sumatra Province and surrounds both the city of Medan and the city of Binjai. Its territory stretches from the Malacca Strait coastline in the north to the hill country in the south, giving it a highly varied environmental landscape: beaches and estuaries, lowland farmland, residential and industrial areas, and water catchment areas upstream.
The seat of the regency government is in Lubuk Pakam Sub-district. This diversity of landscapes defines the working scope of the Environmental Agency of Deli Serdang Regency, from controlling river water pollution and managing urban waste to arranging green open space and supervising how businesses and activities comply with environmental permits.

Under Decree of the Minister of Home Affairs Number 300.2.2-2138 of 2025 on the Issuance and Updating of Codes and Data for Government Administrative Areas and Islands, Deli Serdang Regency consists of 22 sub-districts covering 380 villages and 14 urban wards.
