The name Deli Serdang comes from two sultanates that once stood on Sumatra's east coast: the Sultanate of Deli and the Sultanate of Serdang. Since colonial times the area has been widely known as a centre for tobacco, rubber, and oil palm plantations, drawing newcomers from many regions and shaping the plural society that lives there today.
After Indonesian independence, the former territory of the two sultanates was organised into an autonomous region named Deli Serdang Regency. Over time parts of the regency were split off into new autonomous regions, and the seat of regency government came to be located in Lubuk Pakam.
The regional motto "Bhineka Perkasa Jaya" on the emblem reflects the diversity of Deli Serdang's people, united to build the region.

As the regency that encircles the city of Medan, Deli Serdang is growing fast: housing, industry, commerce, and transport hubs develop side by side with farmland and coastline. That growth puts pressure on the environment in the form of rising waste volumes, greater air and water pollution loads, and land use conversion. This is where the Environmental Agency of Deli Serdang Regency plays a strategic role — keeping development within the carrying capacity of the environment.
